Voloshin and Zurabyan

  • Pavel Voloshin and Armen Zurabyan, along with members of their families, control significant assets in Russia. Much of this property appears to be registered in the names of spouses and other relatives. Their holdings reportedly include large land plots, luxury residences, and high-end vehicles such as Mercedes, Maybach, and Bentley. At the same time, despite maintaining business ties in Russia, Voloshin and Zurabyan operate a network of companies in Ukraine, including Smart One Global LLC, Smart One Engineering LLC, Smart One Fintech LLC, Smart One Ukraine LLC, and Smart One Service LLC.
  • Publicly, Voloshin and Zurabyan present themselves as European entrepreneurs. Both hold foreign citizenships and residence permits in European jurisdictions. However, a company associated with them — Oysters LLC — holds a license issued by Russia’s Federal Service for Technical and Export Control (FSTEC) for activities related to the technical protection of confidential information. Such licenses are typically required for companies involved in secure communications technologies used by Russian state institutions and security services. The company has reportedly been involved in the development and production of push-button mobile phones designed for secure communications used by Russian officials.
  • The business structure surrounding Voloshin and Zurabyan appears deliberately opaque. Corporate entities have been registered under nominee shareholders and spread across multiple jurisdictions, making it difficult to trace ultimate ownership. Nevertheless, available information indicates that Oysters LLC operates within the broader orbit of the E21 group of companies.
  • Through E21, Voloshin and Zurabyan are linked to Emmanuil Grinshpun, a businessman whose name has surfaced in connection with the so-called “Moldovan Laundromat” — one of the largest money-laundering schemes uncovered in Eastern Europe.
  • Given these connections and the complexity of the corporate structures involved, it remains unclear how Voloshin and Zurabyan continue to pass compliance checks at foreign financial institutions, open accounts in Western banks, and maintain tax residency and official business status in European jurisdictions.

  • 36 non-residential objects in Bratsk, Irkutsk region, total area 24,598.4 m2, total cadastral value of RUR 525,781,044.08;
  • a residential house with the area of 614.2 m2, at the address: Irkutsk region, Bratsk, residential area Energetik, 29 Gorbunova street, with the cadastral value of R 4 429 315,58;
